APA also was hired to study the impact of charter schools on the DPS system, to identify the appropriate cost weights associated with serving at-risk students, to examine the district's teacher salary schedule, and to identify the potential for the district to engage in new school development.

Donnell-Kay Foundation - CO
APA co-authored a report with the Donnell-Kay Foundation which examines the programs and practices that are currently used in eight Colorado schools that are closing the achievement gap between students of lower and higher socioeconomic backgrounds.  The report, called "Profiles of Success," was released in cooperation with the Colorado Department of Education and highlights numerous commonalities across the schools.  As a result of this work, the department decided to honor the eight schools as part of its "Commissioner's Cup" for high performing schools.  The Department also will create a best practices guide based on the report's main messages.

Education 2010! - Business leaders for education - PA
APA was hired by Education 2010!, a group led by concerned business leaders and CEOs, to conduct a study of the challenges facing the Allentown City School District.  APA's study of Allentown, which is Pennsylvania's third largest urban district, gathered together a variety of data on taxes, wealth per student, teacher turnover, student demographics, and performance. Based on this data, APA identified in a final reportsignificant resource challenges facing the district.  Drawing on APA's report, Education 2010! presented a case to the Pennsylvania State Legislature that led to the provision of nearly $11 million in new funding for the district.

In February 2009, APA produced a new statewide report on special education programs and funding in Pennsylvania.  Funding for the report was made possible through the Education Law Center of Pennsylvania.  The report provides information on how much it costs to educate children eligible for special education programs and also explains the reasons behind the costs.  It also discusses the potential benefits that appropriate funding for special education can provide to students, teachers, parents, and the state.  The report has been endorsed by a wide array of organizations across Pennsylvania and is available by clicking here.

APA has conducted several studies for this district, which is the largest in Colorado.  On several occasions APA has examined the structure of the teacher salary schedule to make it more competitive with other districts. We have also analyzed the district's procedure for allocating staff to schools in order to assure that personnel are assigned consistently with individual school needs.  Also as part of this staffing analysis, APA recommended the use of a district-wide, pupil-weighted staff allocation system. 

Jobs for the Future - NA

In 2005, APA helped Jobs for the Future analyze the long-term return on investment for early college high schools.  APA studied the costs and benefits of these schools, which allow high school students the opportunity to complete credits toward a postsecondary degree while still in high school.  APA analyzed two states that offered the program, including California and New York, and projected a return on investment at two time intervals: 15 years and 25 years after a student graduated from a traditional high school and from an early college site.  APA's study also had the capacity to factor in other important reasons to invest in education, such as decreased incarceration rates and health insurance coverage.

After Kentucky's education system was declared unconstitutional in 1989 by the state's supreme court, APA was hired by the state legislature to develop a new school funding system.  APA designed a procedure for allocating state aid to school districts taking into consideration student need, district wealth, and district tax effort.  APA's recommendations were later adopted into law, and are still in operation today.



KnowledgeWorks Foundation - NA

In 2008 APA was hired by the KnowledgeWorks Foundation to study the costs and benefits associated with Ohio’s early college high school program.  In addition, APA was asked to conduct a “cost to completion” (CTC) analysis for the program.  APA’s CTC analysis tool measures the program costs associated with attainment of particular student education goals such as earning a high school diploma or associate’s degree.  In this way, the firm can estimate specific, per-dollar returns for every dollar invested in the program.

APA was hired in 2008 by the Littleton Public School District to provide data, expertise, and advice to a task force designed to develop recommendations that can help address the district's declining student enrollment and revenues.  APA was hired to provide policy guidance, research support, and other direct assistance to this task force, whose recommendations are designed for use by the district's school board.

Louisiana State Board of Elementary and Secondary Ed (BESE) - LA
APA reviewed the state's school finance system in 1990 and recommended significant changes in the way state aid was distributed to school districts.  BESE accepted these recommendations and forwarded them to the state legislature which adopted them in 1994.  APA has worked with BESE continuously since 1994 to address a variety of issues, including changes in the state's funding formula following the hurricanes in 2005.

APA worked with World Bank personnel to examine Hungary's education funding system.  APA prepared a report that made recommendations about levels of support, teacher salaries, and retirement benefits.

Thornton Commission on Education - MD

In 2001 APA was hired to work in Maryland for the Thornton Commission, a study group formed by the state governor.  APA used multiple research methodologies to estimate the cost that school districts faced in meeting state performance expectations, and helped legislative staff integrate the results of the estimation process into a new statewide school finance system.  The recommendations of the Thornton Commission were forwarded to the state legislature, where they were enacted into law in 2002.  During the course of the project, APA worked closely with a staff group that included people from the state legislative service agency, staff of individual legislators, and staff of the state department of education.

APA was hired to conduct a county-wide study of the 16 school districts in York County, Pennsylvania.  The study consisted of two key parts. First, APA surveyed and interviewed education and civic leaders from across the county to identify ways in which the districts could improve the way they work together. Second, APA developed a method for comparing resource use (across several staffing, compensation, and spending categories) in the York County districts with other districts around the state that have similar size and demographic characteristics.  The purpose of this analysis was to help gauge how efficient or inefficient the York districts appear to be be when compared to their peers.

Alabama School Finance Study
The Alabama State Board of Education is working with APA to examine the state's school finance system and to determine whether the foundation program, which was created almost 20 years ago, should be modified to be consistent with the state's updated education accountability system.  APA will be examining the fiscal equity the funding system achieves as well as the adequacy of revenue it assures.  APA will also provide technical assistance to the Alabama Department of Education in designing the system.  APA staff conducted interviews with statewide leaders during the week of May 20th and is gathering information to facilitate the analyses it will be undertaking.  The work is scheduled to be completed so that the legislature can consider recommended changes in its 2015 session.  To see a recent news article about the study, click here.
